I've been in Japan three years and I have very few pictures of the sakura blossoming during the Hanami period. I made a bit of an effort this year and went down to Kitanomaru-koen near Hanzomon to take a few photos. Of course, so does everyone else.
Some people will use any excuse to have a party and get drunk and so the Japanese think Hanami is a good time to have a party. There's usually quite a battle to get the ultimate party spot. You have to go early and stay there. Make sure you have guns, too.
